作者简介

李长栓，北京外国语大学高级翻译学院教授、执行院长，在口笔译实践方面均有丰富经验，是联合国兼职译员。主要著作又《非文学翻译理论与实践》《非文学翻译》等。

俗语翻译

在我们过的政治经济生活中，经常把党的施政纲领、方针、政策、措施等以高度浓缩形式进行概括。概括后的“俗语”，言简意赅，节奏感强，为群众喜闻乐见。例如：利改税(a）reform to replace profit submission with tax payment(b) taxation reform； 孕产保护 maternity protection(maternity 既包括“孕” 又包括“产”）等。俗语为翻译带来了极大的挑战。以下举例说明几种翻译方法：

一、保留节奏感

立党为公，执政为民

building the Party that serves the public and governs for the people.

谁污染，谁治理

PPP（Polluting Party Pays)  or "polluter pays"

二、不保留节奏感，只翻译意思

合理制定“西气东输”"西电东送”价格

Reasonable prices should be set for gas and electricity transmitted from the western region to the east.

三、把各部分糅合起来翻译

1. 根据当前两种经济体制转换过程的实际，社会保障制度改革需要一个渐进过程。要坚持低水平、广覆盖、多层次的基本方针…

   The objective of reform should be to establish a multi-tiered regime with a wide coverage and modest benefits.

   
   

2. 要加强宏观调控，分阶段、按区域、多功能、全方位的发展支线航空。

   Various forms of regional air transport will be focused upon and developed in different phases based on the different local conditions.
   

   
   

译例速递

例①：对于已经出现临床症状的感染者，经当地卫生行政部门指定的医学专家确诊为艾滋病病人，而关押场所内又无条件隔离治疗的，可保外就医。

核心句分析：

1. 感染者已出现临床症状if an infected individual demonstrates clinical symptoms.
   

2. 感染者被当地卫生行政部门医学专家确诊为艾滋病人 the infected individual is confirmed to have AIDS by medical experts designated by local health administrative departments.

3. 关押场所不能提供隔离治疗 if no treatment in quarantine can be provided within the place of detention.

4. 感染者可以在交纳保证金的条件下寻求治疗 the infected individual may seek treatment outside the detention center on bail.

重组后可以翻译为：

An infected individual may seek treatment outside the detention center on bail if he or she demonstrates clinical symptoms and is confirmed to have AIDS by medical experts designated by local health administrative departments, and if no treatment in quarantine can be provided within the place of detention.

例②：当前，国有经济战线太长，重复建设严重，布局过于分散，企业规模偏小，素质较差，这是造成国有企业经营困难，高投入、低产出，高消耗、低收益的重要原因。

原译：At present, the strength of the state-owned sector is spread too thin. Moreover, it is haunted by such problems as repeated construction, excessively scattered distribution of industry, small scale of the enterprises and poor product quality. These problems cause many difficulties for the management of state-owned enterprises, such as high input, low output, high consumption of energy and other resources and low efficiency.

分析比喻的意义："战线长”指的是行业分布广。 证据：“一是行业分布广泛，战线拉得过长”。另外，“布局分散”这一表达方法很抽象，它的意思是指涉足的领域多，和“战线长”意思相同。例如：

目前，国有经济布局过于分散，涉足的领域众多,没有集中再能够有效发挥其经济功能的领域，这就像一个举重运动员去跑马拉松一样，其结果是可以想象的。

所以翻译时有必要把比喻和抽象的内容落到实处，把重复的信息合并：

Lack of focus, duplication, small scale, and poor quality are major causes of operational difficulties such as low efficiency and high energy intensity in the state-owned sector
